I continued working on :ticket:`2579` for :ref:`tera`.
The next data import went to production.
I started with translations.


I moved CivilStates from beid to contacts because Tera uses it but
doesn't use beid.

  to :meth:`make_guest_for`.  New method :meth:`get_guest_role`.  New
