I invested another hour to completely reimplement counters for Jinja
templates: they are now in :mod:`lino.utils.jinja` and have a ticket
on their own: :ticket:`220` (Simple counters for Jinja templates).

And we now have a tested document for :mod:`lino_welfare.modlib.art61`.

Fixed ticket :ticket:`233`: :class:`lino.modlib.notes.models.Note` no
longer inherits :class:`lino.modlib.postings.mixins.Postable`.

Worked on ticket :ticket:`228` (Traductions 20150507).
