Somaire pour panneau "Interviews" d'un client

Working on :ticket:`3`.

The demo database for chatelet now also contains some responses
to polls:

- New module :mod:`lino_welfare.modlib.polls` which inherits from
  :mod:`lino.modlib.polls`.
- Moved the ``lino.modlib.polls.fixtures.checklist``
  fixture to 
  :mod:`lino_welfare.modlib.polls.fixtures.jobsearch` because it
  is PCSW specific. 

`polls.Poll` is now Referrable (which added a new field `ref`).

Added the summary panel to `ml.polls.ResponsesByPartner`
