Restored the `find_by_id` action.

Lino.row_action_handler failed when invoked by a quicklink (panel was
undefined then).

Moved `mixins/beid.py` to `modlib/beid/mixins.py`

`lino/config/plugins/eidreader.js` to `lino/modlib/beid/config/beid/`
