:mod:`lino.projects.belref` still had a :file:`templates_jinja` 
directory. Renamed to :file:`config`.

Some last changes, also in :mod:`north`, to get the test 
suites running.

:meth:`north.Site.do_site_startup` now calls the 
initial :func:`north.dbutils.set_language` to 
set "system language" to
:meth:`north.Site.get_default_language`.
