Menu command to edit `debts_master_budget` (continued)
------------------------------------------------------
Wrote a new series of `check_menu` tests in 
:mod:`lino_welfare.tests.pcsw_tests` 
to protect us against surprises like 
the one with the Explorer menu.

This test required a new 
method :meth:`lino.core.menus.Menu.to_rst` is used in 
to test the menu of certain users. 
Also extended and refined 
:func:`atelier.rstgen.ul`.
Wrote *en passant*  a new function
:func:`atelier.rstgen.ol`.
